Film Policy

Policy Statement

The City of Brantford (“City”) recognizes that the film, television and media production industry contributes culturally and economically to the community, delivering direct and indirect benefits. Therefore, the City seeks to advance film projects in Brantford by collaborating with community partners to simplify processes and to support Film Companies while respecting local residents, institutions, and businesses. The City understands the often fluid, fast-paced nature of Productions and strives to remain flexible to actively support the needs of all parties involved. The Film Office supports Film Companies by guiding them through local requirements, identifying locations and local resources, and helping resolve issues as they arise.

Purpose

This policy describes the process and requirements for filming in Brantford by:

  • establishing a clear, efficient, fair, and adaptable municipal administrative
  • process for approvals that protects the City and City Property;
  • upholding the privacy, rights, and safety of residents, institutions, and businesses; and,
  • supporting the film industry through outstanding service.

Policy Scope

This Policy governs Commercial Filming and Emergent Filming in Brantford. Upon consultation with the Film Office, the following exclusions may apply:

  • news broadcast, media, and public affairs projects; and,
  • videography and photography projects with minimal or no public impact such as non-profits, weddings, non-profit sports teams, family photos, video and photo projects undertaken by the City or its designate, projects promoting the community, and special events.

Related Policy Guidelines

  • “Applicant” means a person or entity who has applied for a Film Permit from the City and has the authority to represent and bind the Film Company.
  • “Assurance Bond” means any damage deposit, performance bond, security deposit, or similar security required in relation to Production in Brantford.
  • “Brantford” refers to the geographic area overseen by the City as well as the Brantford Municipal Airport.
  • “Business Day” means a day other than a Saturday, Sunday or any other day on which Brantford City Hall is not open during normal business hours, which are 08:30 to 16:30.
  • “City” means The Corporation of the City of Brantford.
  • “City Property” means City-owned and/or controlled property, facilities, materials, objects, or space including, but not limited to, aerodromes, buildings, museums, sports venues, natural pathways, streets, roads, parks, unique locations, furniture, fixtures, signs and signals, equipment, transit shelters, and vehicles.
  • “Commercial Filming” means filming activities intended to generate revenue, or those which may involve promoting a product, a service, an organization, a brand, an event or, in some cases, a person. If there is uncertainty, the Film Office will determine whether a Film Project is commercial in nature.
  • “Coning” means the first activity or portion of Production, which commences on Location, including but not limited to, the placement of cones, the arrival of Production vehicles, the occupation of roads or sidewalks, or any preparation work.
  • “Declaration” means the Film Company’s formal notice to the City of Production taking place exclusively on Private Property without impact to the public or neighbouring properties. It is not a permit but a brief City form with no associated fee. It is used as a record of Production, including for economic impact tracking and to assist if complaints or emergencies arise. It does not authorize impacts to nor activities on City Property.
  • “Emergent Filming” means very small-scale filming activities, such as independent or student productions, undertaken to showcase talent, skills, concepts, or creative potential. If there is uncertainty, the Film Office will determine whether a Film Project qualifies as Emergent Filming.
  • “ES” refers to Emergency Services or support services involving any or all of the following: Brantford Police Service, Brantford Fire Department, Ontario Provincial Police, County of Brant Ambulance Services, Six Nations Police Service, County of Brant Fire Department, or other public emergency services.
  • “Film” means any feature film, television, or related media Production in Brantford.
  • “Film Company” is the name of the legal entity, corporation, or person that is contracting with the City to conduct Commercial Filming or Emergent Filming.
  • “Fee Schedule” means any set fees, charges, and costs, as approved by City Council or the Brantford Police Service Board from time to time, that are associated with Production. The Fee Schedule includes the City’s Fees and Charges By-law, all applicable City By-laws, and established Brantford Police Service fees and charges.
  • “Film Office” means the City staff or designate responsible for overseeing the approval and coordination of Commercial Filming and Emergent Filming activity in Brantford, including issuing Film Permits.
  • “Film Permit” means the permit issued by the Film Office to the Applicant granting permission for the Film Company to film on City Property.
  • “Film Permit Application” or “Application” is a City document or form, digital or otherwise, that is completed by an Applicant for the City to understand the scope of the Film Project when evaluating the merits of issuing a Film Permit. It may also include all related documentation provided by the Applicant to the City.
  • “Film Policy” means this Film Policy, as amended from time to time.
  • “Film Project” means a Commercial Filming or Emergent Filming project.
  • “License Agreement” or “Location Agreement” means a formal agreement written by the City between the City and the Film Company that sets out the rights and requirements for Production on designated City Property. In some cases, a License Agreement may not be required if existing City agreements or permits provide a sufficient framework for Production.
  • “Location” means the space, site, location, or area where Production occurs.
  • “Notification Letter” means a letter of notice detailing activities. Using a City template, it is prepared and distributed by the Film Company to affected residents, institutions, and businesses.
  • “Private Property” means any property within Brantford that is not City Property.
  • “Production” means any planning, preparation, filming, wrap, and associated support activities undertaken by the Film Company in Brantford.
  • “Production Schedule” means the schedule for Production in Brantford, as described in
    the Application.
  • “Waste” means garbage, debris, left-over materials, refuse, litter, trash, rubbish, junk, waste and/or recycling materials.
  • “Written Notice” means formal electronic mail and/or physical written communication between the Film Company and the appropriate member of City staff. An additional method of communication (e.g. a telephone follow-up) should be used to confirm receipt and understanding.

Filming Process

2.1.1 As a first step, the Film Company will contact the Film Office to discuss the scope, schedule, and requirements related to Production. This should occur at least fifteen (15) business days before Coning. The Film Office will offer the Film Company support, suggestions, and items for consideration.

  • 2.1.1.1 Any dressing of City Property or Private Property visible to the public will be discussed with the Film Office who will advise the Film Company of dressings or activities that may concern some local residents and thereby help mitigate possible complaints or interruptions.
  • 2.1.1.2 Availability and use of City Property is subject to prior planned activities. Additional approvals may be required from City department(s) as well as local agencies, institutions, businesses, or individuals. The Application for or issuance of a Film Permit does not guarantee the availability of City Property for filming.

2.1.2 At least seven (8) business days before Coning, the Film Company should apply for a Film Permit for Production on City Property or submit a Declaration for Production exclusively on Private Property with no impact on the public or City Property. More time may be required for larger or more complex Productions.

  • 2.1.2.1 The Film Company must disclose full legal name and business information in the Application or Declaration but may elect to use a code name for the project for all public notifications and communications.
  • 2.1.2.2 At the time of Application, the Film Company must provide proof of insurance satisfying the requirements of the City.
  • 2.1.2.3 When required and at least five (5) business days in advance of Coning, the Film Company should provide a signed License Agreement or Location Agreement.
  • 2.1.2.4 Information such as project size, economic impact, and local experience will be collected and aggregated with information from other Film Companies to measure activity and support continued advocacy for film in Brantford.

2.1.3 A Film Permit may be delayed until all required submissions, payments, agreements (including ES), and approvals are in place. Applications will be reviewed based on completeness and compliance with this Film Policy.

2.1.4 The City reserves the right to reject any Film Permit Application and to refuse to issue a Film Permit to an Applicant, Film Company, or associated business that has failed in the past to adhere to the
guidelines outlined in the Film Policy.

2.1.5 Changes to the information contained in the Application or the Film Permit or in the scope of Production may require a new or an amended Film Permit at the discretion of the Film Office.

2.1.6 The City reserves the right to revoke any Film Permit in the event that:

  • 2.1.6.1 Information provided by the Applicant/Film Company was found to be false, incorrect or misleading at any time up to and including the last day of the Production;
  • 2.1.6.2 Any conditions of the Film Permit or any other Permits or Agreements issued by the City are not met, as determined in the sole discretion of the Film Office; or,
  • 2.1.6.3 The Film Office determines, in their sole discretion, that there has been substantial deviation from the Application.

2.1.7 Revocation of the Film Permit is effective immediately upon Written Notice to the Applicant or other designated Film Company representative(s). The City is not responsible for any costs to the
Film Company due to the withdrawal or revocation of permission.

2.1.8 The City reserves the right to limit the issuance of Film Permits for environmentally, economically, or culturally sensitive areas of Brantford; areas that experience repeated film activity; or areas that
may be sensitive to disruptions for any reason.

2.1.9 Outstanding costs from previous Film Projects owed to the City by the Film Company or its producers must be settled before the issuance of the Film Permit. Unpaid costs for such previous or any
current Film Projects may result in the delay, denial or revocation of the Film Permit.

2.1.10 The Film Company is subject to all applicable Federal, Provincial, and municipal legislation and regulations, including City by-laws and policies, wherever Production takes place.

2.1.11 The Film Company must always keep a copy of the Film Permit and any other applicable Permits and approvals on Location. Employing a template from the City, Production and crew vehicles must clearly display the “Film Vehicle” identification sheet on the dashboard nearest the road edge.

2.2.1 Film Permit fees are set out in the Fee Schedule. Additional fees and charges may apply for irregular uses, services, or supports. Fixed charges (e.g. rentals, permits, and Assurance Bonds) will be
identified in a pre-filming invoice. Variable or additional charges arising from Production will be included in a post-filming invoice issued shortly thereafter.

2.2.2 Within the Fee Schedule, fees and charges related to Film will be assembled and organized together for simplicity and consistency under the Film Office. Each associated fee or charge line item will
be established by agreement between the related City department and the Film Office.

2.2.3 With the Film Office, the Director, Manager, or designate of the affected City department, venue, or space may negotiate reasonable adjustments to applicable rental and related fees and charges, taking into account the overall impact of the Production and the recovery of related operational and support costs.

2.2.4 An Assurance Bond may be required, as determined by the Film Office and the affected City department, and its value based on the complexity and scope of the Production. If required, it must be paid before the Film Permit is issued. It will be deposited by the City and will be returned once restoration is complete and other items are satisfied that may include submission of required information and settlement of related invoices, charges, and claims.

2.2.5 In addition to other costs noted in this Film Policy, or costs that could arise based on Production requirements, the following costs are the full responsibility of the Film Company:

  • 2.2.5.1 usage of City Property as well as road occupancies, closures, and/or traffic stoppages;
  • 2.2.5.2 any additional requested or required City support services or staff;
  • 2.2.5.3 Third party provider services requested or required for Production;
  •  2.2.5.4 obtaining the required insurance coverage, permits or certificates (e.g. drone), permissions (e.g. letters or drawings from landowners or certified engineers), legal agreements, or other requirements necessary for safe and legal Production;
  • 2.2.5.5 delays associated with interruptions to Production resulting from weather conditions and natural phenomenon, the need for emergency maintenance (e.g. broken water main, broken utility poles, fallen electrical wires, and such), ES response (e.g. fire suppression, crime, medical emergencies, and such) within or near the Location, or other emergencies (e.g. public health or public safety emergencies);
  • 2.2.5.6 additional time, effort, and costs resulting from changes to the Production, including modifications to schedule or scope, delays requiring rebooking of City Property, or revisions to City permits;
  • 2.2.5.7 all efforts, activities, and costs required for the safe planning, setup, execution, and clean-up of Production; 2.2.5.8 expenses incurred for last-minute requests or modifications to plans not identified in the original Application;
  • 2.2.5.9 costs and work required to restore all City Property exterior and interior building finishes and fixtures, as well as turf and paved surfaces, to their original condition or equivalent as at the time of Coning;
  • 2.2.5.10 parking and parking arrangements including fees and rentals as well as violations of permits, By-laws, and regulations (such as fines or towing);
  • 2.2.5.11 proper Waste disposal and any cleaning and disposal fee for remaining Waste on Location after Production; and, 
  • 2.2.5.12 any support from the Film Office or other City staff for unscheduled work related to Production conducted outside of a Business Day or for additional work conducted to support a Film Permit Application or Production beyond the regular and reasonable services provided.

2.2.6 The City does not compensate individuals or businesses for disruption due to Production on City Property. Affected businesses or individuals may request to be compensated by the Film Company for lost profits or other interruptions. Any such matters received by the City will be referred to the Film Company for resolution. As is often common practice, the Film Company may negotiate with the affected parties and ask that evidence be produced of legitimate costs and sales records corresponding to similar periods to those affected by Production.

  • 2.2.6.1 Should the City receive a claim for lost profits, business interruption, or other similar claim, the Film Company will indemnify and hold harmless the City for any such claim in accordance with the indemnification requirements set out in this Film Policy.

Filming Guidelines

  • 3.1.1 Production will occur between 7:00 and 22:59, with no excessive noise at any time, unless a Noise Exemption Permit is obtained from the City or otherwise permitted by municipal by-law. This includes the movement of Production vehicles. Production on Sundays in sensitive areas may require additional City or community approvals.
  • 3.1.2 Changes to the Production Schedule may require an amended Film Permit. Related permits and permissions (e.g. road occupancy, use of parks or facilities, parking, or noise exemption) may also need to be amended if the schedule changes.
  • 3.1.3 A Film Company interested in filming at a reservable space (e.g. sports field) already booked by a user or a group may not displace that booking without the approval of the user or group, and the City’s booking team. The Film Company may be required to reach an agreement with the impacted user or group, including finding alternative spaces or times. Any additional costs, including those incurred by the user or group as well as City staff time for booking, are the responsibility of the Film Company.

  • 3.2.1 Any interference with pedestrian or vehicular traffic must be supported by the required permits and approvals, including compliance with the Right of Way Activity policy, as amended from time to time. Any impacts must also accommodate ES access, Waste collection, emergency maintenance (e.g. broken water mains, utility poles, or electrical wires), and routine maintenance (e.g. snow, ice, or tree-related work), as directed by the City.
  • 3.2.2 The Film Company must ensure that residents, institutions, owners, customers, delivery agents, contractors, City crews, and others retain pedestrian and vehicle access to places of residence and business affected by Production (e.g. adjoining properties, properties along one-way streets, or properties near Production parking), unless otherwise agreed to in writing by the affected parties and the Film Company.
  • 3.2.3 When approved in advance by the City, the Film Company may arrange to cover, install, alter, remove, reinstall, or deploy streetlights, street signs, parking signs, detour signs, traffic notification signs, and traffic signals. Unless otherwise approved by the City, this work must be completed by City crews. All associated costs are the responsibility of the Film Company.
  • 3.2.4 Closed roads and sidewalks may only be reopened when it is safe to do so as determined by the City in advance and/or following a City inspection on site. This includes, but is not limited to, restoring surfaces, traffic signage and signals, and streetlights as well as removing snow, ice, waste, and set decoration obstructions prior to reopening. Paid Duty Officers required for any Right of Way activity are to remain on Location at the cost of the Film Company until the road can be safely reopened.

  • 3.3.1 The Film Company must observe designated parking areas. Unless otherwise authorized, all Production vehicles and support equipment will obey local parking and traffic regulations. A detailed parking plan may be required. Street parking, particularly in the downtown, should be used only for Production vehicles, not crew.
  • 3.3.2 The Film Company must make every effort to accommodate parking for vehicles or persons displaying provincial or municipal credentials, including accessible parking permits or plates, when impacted by Production. Any costs or compensation related to displacement or accommodation are the responsibility of the Film Company.
  • 3.3.3 Relocating a vehicle by towing for the purpose of Production is not permitted. If the vehicle owner or driver cannot be reached, the City may make an exception if the vehicle is illegally parked on City Property or if the Film Company can demonstrate that the vehicle was parked in a pre-marked (e.g. cones) area reserved under a City permit after the reservation officially began.

  • 3.4.1 Using a City template, the Film Company will distribute a Notification Letter to affected residents, institutions, businesses, and business associations before Coning. The Film Office will approve the Notification Letter before distribution and identify the recommended distribution area(s). The reverse side must contain the City’s Code of Conduct for Film and Television Cast and Crew. Once distribution is complete, the Film Company must confirm completion by Written Notice to the Film Office.
  • 3.4.2 The Film Office may require approval from affected residents, institutions, or businesses before issuing a Film Permit. This may apply to filming between 23:00 and 7:00, filming in areas with frequent Film Projects, or filming in environmentally, economically, or culturally sensitive areas. The Film Company is responsible for obtaining any required approval using the appropriate process. Depending on the circumstances, this may include photo evidence of notice delivery, signatures, forms, or special accommodations. 
  • 3.4.3 For Production with significant impacts on public activities or access (e.g. multiple road closures), the Film Company may be required, at its expense, to place an impact notice or advertisement in local or online media before Coning, as directed by the Film Office.
  • 3.4.4 The Film Company will provide Written Notice to the Film Office of any feedback from the community in response to the Notification Letter and any public postings, including from local or other media.
  • 3.4.5 When Production significantly impacts the public, the Film Office or City staff designate will notify members of Brantford City Council and other key stakeholders, as well as arrange notice to be posted online in advance of Production. When requested by Written Notice from the Film Company, the City will respect Film Company confidentiality in filming notifications.

  • 3.5.1 The Film Office may observe the Film Company’s activities and will act as the primary City contact. The Film Office or another appropriate City staff member may monitor Production on City Property.
  • 3.5.2 When approved and available, a City employee or contractor may be made available after Business Day hours for on-site or on-call support at the expense of the Film Company.

  • 3.6.1 Covering, removing, or altering any aspect of City Property, including painting surfaces, anchoring vehicles or items, or making structural changes, requires City approval by Written Notice and may require City staff support.
  • 3.6.2 Any requested adjustments to mechanical, lighting, HVAC, or electrical systems (e.g. shutoff to reduce ambient noise) must be identified during the Application process, or as directed by the Film Office, to allow sufficient time for accommodation.
  • 3.6.3 The City recommends the use of the Bulk Water Fill Station operating 24/7 at 10 Earl Avenue for supplying water. Accessing water from fire hydrants is not permitted. The use of fire hydrants for electrical grounding is prohibited.
  • 3.6.4 If Production involves mock police or military vehicles or uniforms, or prop weapons used or visible on City Property, approval from the Brantford Police Service or its designate may be required before a Film Permit is issued.
  • 3.6.5 Cast and crew involved in Production at the Location(s) noted on the Film Permit must not trespass on private property, unless otherwise authorized in writing from the property owner(s).
  • 3.6.6 Cast and crew are prohibited from removing, trimming or cutting vegetation or trees unless written approval is provided by the Film Office, a designate of the appropriate City department, or the affected private property owner(s).
  •  3.6.7 A designated film location professional must be present on Location and accessible to the Film Office or designated City department at all times during preparation, filming, and wrap.
  • 3.6.8 Requests to fly flags from other countries on any City Property may be considered as part of the Application process when requested at least seven (7) business days in advance. Permission may be granted at the discretion of the City, and may require appropriate posting and public notification.
  • 3.6.9 The Film Company must disclose the presence of non-service animals on set. Approval for non-service animals to be present on Location may be required by the City.

  • 3.7.1 Explosives, special effects, and related materials are regulated under the authority of the Ontario Fire Code,the Explosives Act, and related federal and provincial legislation.
  • 3.7.2 Special effects or burning permits may be required for Production.
  • 3.7.3 As part of the Application, the Film Company must provide any approvals required from ES for special effects, stunts, explosives, pyrotechnics, fireworks, open flame, firearms, hazardous devices or materials, and any flammable liquids or materials used during Production. Some special effects may also require the presence of, or input from, specialists from other police services. The Film Company is responsible for all costs associated with approvals and any ES support or supervision during filming.
  • 3.7.4 Combustible materials must not be accumulated in or around a film Location in such quantity as to create a fire hazard.
  • 3.7.5 The City may prohibit or limit the use of materials that could affect soil, groundwater, stormwater, or other sensitive environmental features. Use of these materials may require special preventative measures and cleanup arrangements, with all associated costs and coordination remaining the responsibility of the Film Company.

  • 3.8.1 Production should not create negative environmental conditions for the community. These conditions include, but are not limited to, spillover lighting, exhaust fumes, or noise that affect the use and enjoyment of property or interfere with business operations or daily routines. The Film Company may need to make special arrangements to address these impacts.
  • 3.8.2 The Film Company and all aspects of Production must comply with the City’s Noise Control By-law and any applicable amendments, and any other legislation governing noise.
    •    3.8.3 Production lighting must be directed away from residences unless the Film Company has obtained prior approval from the affected residents. Lighting, and any modifications to streetlights or traffic lights, must not interfere with the safe movement of vehicles or pedestrians. Lighting affecting areas on, across, or near roads or sidewalks open to traffic may require a photometric plan or a Right of Way permit.
  • 3.8.4 Any electrical generator within 100 metres of occupied residences or active businesses or institutions must operate at a sound level comparable to a well-maintained small passenger internal combustion vehicle at idle. Generators may not be placed within fifteen (15) metres of these locations without approval from the affected residents, businesses, or institutions. Battery-based power sources are encouraged whenever possible.
  • 3.8.5 Idling of vehicles is not permitted with the exception of Production vehicles required to keep heating or refrigeration operational, and only as approved by the City and in accordance with the Film Policy. All such idling must reflect sound levels as noted in the generator item above.
  • 3.8.6 Exhaust from generators, vehicles, and equipment must not negatively impact local residents, businesses, or institutions.

  • 3.9.1 For the commercial use of drones, remote-controlled aircraft, or unmanned air vehicles (UAVs), the Applicant must provide the following with the Application to the Film Office:
  • 3.9.1.1 Insurance, as set out by the City; 
  • 3.9.1.2 Proof of the device/vehicle’s registration with the governing association or agency;
  • 3.9.1.3 Proof of the pilot/operator’s license appropriate to the device used that has been issued by the governing association or agency; and,
  • 3.9.1.4 A flight plan, if required by the City or the governing association or agency.
  • 3.9.2 A Film Company planning to use a drone may be required to organize a meeting with ES and the City to discuss the proposed flight.
  • 3.9.3 The Film Company must notify area residents, institutions, and businesses of planned drone, aircraft, and UAV uses in the Notification Letter.
  • 3.9.4 The Film Company must ensure that all related activities comply with Federal and Provincial laws and copies of all necessary documentation identified above are on hand at all times. Proximity to the Brantford Municipal Airport must be considered.

  • 3.10.1 A Film Permit will not be issued unless the Film Company provides proof of insurance satisfactory to the City. The Film Company may also be required to enter into a License Agreement or Location Agreement to meet insurance requirements.
  • 3.10.2 The Film Company will provide an active corporate search satisfactory to the City’s needs when entering into any legal agreement with the City. If this cannot be produced, the City will conduct a corporate search for the Film Company at a cost to the Film Company.
  • 3.10.3 The Director responsible for the Film Office, the Director or the General Manager of the City department responsible for the City Property,, the City Solicitor or the designates for these positions may execute the City’s License Agreement or City’s Location Agreement and related film agreements with the Film Company.

  • 3.11.1 Complaints received by the City will be forwarded to the Film Company for resolution. If a complaint persists or remains unresolved, the City may investigate further, and any related costs will be the responsibility of the Film Company.
  • 3.11.2 In the event that the appropriate staff, the Film Office, the impacted City department, the Downtown Brantford Business Improvement Area, or the Film Company cannot come to a resolution on an issue before, during or after filming, the decision of the City of Brantford City Solicitor, or designate, shall be final and binding.

  • 3.12.1 It is the responsibility of the Film Company to ensure that all representatives of Production, including cast, crew, other staff, contractors, and volunteers adhere to the City’s Code of Conduct for Film and Television Cast and Crew.
  • 3.12.2 Cast and crew must use designated smoking and vaping areas and always extinguish cigarettes and the like in appropriate containers. As outlined in Brantford’s Smoking – Clean Air By-law, there is no smoking of tobacco or cannabis and no vaping on City property.

  • 3.13.1 On garbage and recycling pick-up days, the Film Company must ensure that regular Waste set out for pick-up of affected businesses, institutions, and residents can be accessed by Waste collection contractors. This may require the Film Company to grant Waste collection contractors access to closed streets or arrange the transport of Waste bags and receptacles followed by the accurate return of receptacles or use another suitable means.
  • 3.13.2 The Film Company will make every effort to properly recycle set, packaging, and all other materials as well as donate unused food to community organizations to reduce waste. The Film Office can recommend local food providers for consideration when arranging food donations.
  • 3.13.3 The Film Company must ensure that crew associated with Production remove Waste from the Location, and any other site associated with Production, at the end of each filming day. The Film Company will ensure that all Waste removed from the Location is properly recycled, donated, or disposed of. The Film Company may incur a cleaning and disposal fee for any remaining Waste on Location after Production.

  • 3.14.1 The Film Company and Production cast, crew, other staff, contractors, and volunteers must adhere to the Ontario Ministry of Labour’s Safety Guidelines for the Film & Television Industry of Ontario, as well as all other labour/occupational health and safety legislation and applicable laws. In the event of a public health crisis or declared emergency, federal, provincial and local health and/or emergency directives must be followed and the Film Company is responsible for any impact to filming plans, schedules, operations, and costs.
  • 3.14.2 The Brant County Health Unit (BCHU) may need to be consulted regarding catered food service.
  • 3.14.3 Interior safety signs in buildings (e.g., fire, exit signs) must not be covered, unless expressly agreed to in writing by the facility manager, the Brantford Fire Department (or the appropriate Municipality for activities at the Brantford Municipal Airport) or designate.
  • 3.14.4 All generators and electrical hookups must be approved by the Electrical Safety Authority, a licensed Electrician or Electrical Engineer recognized by the City, or an authorized City designate. Locates for electrical grounding on City Property must be identified in the related City permit application(s).
  • 3.14.5 All cables, similar items and tripping channels must be channeled or otherwise mitigated to avoid injury.

  • 3.15.1 Brantford is a film-friendly community. The City recognizes the economic advantages associated with Film Project activity locally and strives to support the unique needs of every Film Company. Many past Film Companies have given back to the community in more tangible and long-term ways through legacy projects related to their Production to demonstrate a commitment to enhancing relationships with leaders, businesses, residents, and institutions in our community. The Film Company is invited to consider supporting a legacy project in Brantford. The Film Office can identify prospective Brantford legacy projects based on any size budget.

  • 3.16.1 The Film Company is encouraged to make every effort to support local businesses and services during Production in Brantford, such as casual employment of cast and crew, food catering, overnight stays, rentals, supplies, and related services. Location professionals are also encouraged to direct cast and crew to visit local businesses and restaurants. The Film Office can assist the Film Company with sourcing local suppliers of goods and services, as appropriate.

  • 3.17.1 The Film Company should provide a screen credit to the City on the final product (film or video).
  • 3.17.2 The City requests that the Film Company share approved images and video footage of local Production and scenes for the City to use when promoting Brantford as a film-friendly destination after the public release of the project.
  • 3.17.3 City staff or a designate will be permitted to take behind-the-scenes photos of the setup and location to showcase Brantford. The photos will be used by the City to promote Brantford as a film destination. Photos will not be used or shared outside the City until the public release of the Film Project.

The City of Brantford encourages all Film Companies to consider lessening their impact on the local and wider environment while filming in Brantford. The Film Office can help the Film Company leverage local
resources to limit its Production impact.
